[ic] Change where orders go

Seems I have a total mental block on how to accomplish
something I just know has a simple solution.

I need to send the oders to a different email address
based on the state the order is shipped to. Looking
up the correct address from a table is simple, but
everything I've tried to get the emailed order
to go to that address has failed.

Can ORDERS_TO be changed on the fly? Should this be
done with order routing? Can someone give me kick
in right direction? I can't seem to get the value
of "email" to change to my variable.
