This can be done easily as shown by Racke.

However, there are a couple of policies.
Such as, Allow-logged-in-users-only, Allow-anonymous-ratings-too, etc. I 
will make
this feature configurable so catalog admins can choose the policy of their 
liking.
I will also add the one-vote-per-session.

It's much easier to keep the ballot box clean when one only allows 
logged-in users
(username is known) to vote.:-)

How about allowing only one vote in a certain time period?
