    I believe there are several ways to accomplish this as well as
a number of search hits for   'default shipping'  at icdevgroup.com.
Should be able to do via admin UI :
Administrative->Preferences->Shipping  and set the
value of  SHIP_DEFAULT_MODE to the mode you want.
And while you're there make sure some of the other values
such as default country and ups origin are correct;  assuming they apply.
