[ic] Make or GCC, which one first?

I am trying to install IC but it is saying that Make isn't installed, so I
go get Make installed, and now it says that GCC or cc or others aren't
installed, I am reading the instructions to install gcc and it has Make in
the instructions?
How do I get them installed if they keep asking for each other?
