[ic] need to install gcc for Interchange Tarball,

I need to install GCC for Interchange Tarball, because I am going to try
that install this time. But it requires a cross compiler to install. How
do I install a cross compiler without a cross compiler?

I have been using the rpm trying to install IC, but I was having
problems getting into the admin section. So someone had suggested using
the tarball install
