[ic] Design [permission?] error

Hi,

I've installed V4.8 a few times now but end up with the same message. 
I've been through over 10,000 msgs looking for an answer but I'm 
stomped! :-(

Stock RH 8.0 (with all updates).

Everything seem to work fine but when I pick Design I get:
 Premature end of script headers: foundation, referer: 
http://vg250.domainname.com/cgi-bin/foundation/process.html?id=Zs6srCSy&mv_pc=173

(Domain name changed to protect the guilty : )

Going through apache error log only gives the same msg and foundation 
error log shows what appears to be interchange script.

I'm suspecting a rights error but cannot figure out what is wrong. Any 
pointers would be appreciated.
