[ic] Can't update pending status

I'm using IC 4.8.6, and would like to change the status on the orders from
pending to shipped.

After clicking the "pending" text on the order line in Admin, I choose "Ship
checked order lines, send email to customer if appropriate" and it sends me
to the login page.

The error.log shows: shop /cgi-bin/shop/ui.html Attempted database update
without permission, table=transactions key=0081.

I looked at the access table, and the user "admin" (which I was logged in
as), is a Site Administrator, with all the table permissions checked except
HIDE (just like all the other tables).

Any thoughts?
