[ic] tooling change cost

Still learning Interchange & I need to add a variable for certain products 
that will require a tooling change. Basically, If one is made it will be 
"cost plus" if it will be in quantity then the first is still "cost plus" but 
the rest are cost..

I want to be able to adjust the tooling change cost across all items without 
having to edit each item. It also needs to show up in the cart component and 
not just appear during the checkout.

Is this an existing function, is there something similar I could reference?
