[ic] Encrypt not working... any suggestions?

I had the exact same configuration, and the exact same problem.
Try deleting the _PGP_ variable
setting the PGP_KEY variable to your key ID
and remove the EncryptProgram _PGP_ references from you catalog.cfg
file.
It worked for me.
