[ic] Dealer discount based on subtotal - how?

I'm running 4.8.6 and I've been trying to figure this one out for awhile 
now. I want to give Dealers a discount when their subtotal exceeds $100. 
Can someone tell me how or tell me what sections of the docs to read?
