If that's true, IMHO the only way to cope with this web host is to get
rid of that. At least they should offer you to help you in a sane way
for a consulting fee.

I would try to upload a catalog.cfg from the distribution and restart
Interchange. Maybe that is sufficient to get a running catalog again.
