these are my settings:
Locale eur_EUR p_cs_precedes       0
Locale eur_EUR currency_symbol     €
Locale eur_EUR p_sep_by_space      2
Locale eur_EUR mon_decimal_point   ,
Locale eur_EUR mon_thousands_sep .
Locale eur_EUR frac_digits 2 
#Locale eur_EUR PriceField euro

you should check if the problem is on the calculation side.
it happened the same to me:
the wrong way to use [calc] and noformat gave me problems with 
decimals being deleted DURING calculation:
eg
9, 40 * 3,00 = 28,00 instead of 28,20
decimals are not forgot but get lost in the passage.
