[ic] makecat error - rookie

Interchange 4.8.6 Linux 7.2

When I go to make a catalogue I get this error

Can't locate Vend/MakeCat.pm in @INC (@INC contains:

/usr/lib/perl5/site_perl/5.6.0/i386-linux /usr/lib/perl5/site_perl/5.6.0

BEGIN failed--compilation aborted at bin/makecat line 38.

In the ../lib/there is the Vend directory and in that directory there is
the MakeCat.pm

so what am I doing wrong here, should I be modifying a file somewhere
