I did read the docs.  Other forms that I've tried are:

[if type=explicit compare=`
                        $cgi->{BVPage} =~ /^Budget/
                        `]

and

[if cgi BVPage =~ /^Budget/]


Sorry for being annoying... I'm just finding this learning curve very steep.
