shipping.asc looks like the normal file supplied with 4.8.5...

Did you set the default shipping method?

Click Administration
|
-> Preferences
   |
   -> Shipping

and set SHIP_DEFAULT_MODE to GNDCOM (or whatever you want)
also make sure you have a default zip set in SHIP_DEFAULT_ZIP

If this is set, it sounds like you are not connecting to the UPS web server 
- maybe a DNS problem
