I just solved this problem.  In my case the
UI_IMAGE_DIR and UI_IMAGE_DIR_SECURE variables
(products\variable.txt) had the full path to the
images directory.  This value is appended to your
server name so all you want here is the path FROM
your web server root directory.

EG
UI_IMAGE_DIR /usr/local/apache/htdocs/interchange
UI_IMAGE_DIR_SECURE
/usr/local/apache/htdocs/interchange

will result in a link to
www.yourserver.com/usr/local/apache/htdocs/interch
ange

just remove the /usr/local/apache/htdocs or
whatever your path is.
