One crossplatform menu I have used is Hiermenus:

It has extensive support for multiple platforms (it even supports
Konqueror :) and I have succesfully built it dynamicly using sql-querys.
(Althou it wasn't IC it was RoxenPlatform that has a simular scripting
language)
