[ic] external fulfillment with ic

Has anyone tried to "plug-in" an external fulfillment routine after payment? I
need to send an xml stream to fulfull the order with an external provider. So, 

1. Pay order
2. If payment a success, generate xml
3. Send xml to external fulfillment house
4. Get xml response (success/fail) from fulfillment house
5. Notify user of successful order (email invoice to user)

BTW, how is IC with postgresql? Stability? Also, can you import orders? I
noticed that you can import customers from a flat file but I didn't see orders.
Any help or suggestions is appreciated.
