Okay, I think I understand what you're saying.
Let me paraphrase what I think you're telling me so my simple mind may
understand: :-)
I should do the following:
chown -R interch /user/lib/interchange
chown -R interch /var/lib/interchange
chgrp -R interch /user/lib/interchange
chgrp -R interch /var/lib/interchange
chmod -R 770 /user/lib/interchange
chmod -R 770 /var/lib/interchange
