Ah yes... there should also be a new line (or other suitable delimiter):
[cat-exec bar_link] cat
<A HREF="$URL$"><FONT COLOR="#000000">$ANCHOR$</FONT></A>
[/cat-exec]<BR>
.. that looks even better..
