I think that:

should be:

[cat-exec bar_link]<A HREF="$URL$"><FONT
 COLOR="#000000">$ANCHOR$</FONT></A>[/cat-exec]<BR>

the template can be passed in enclosed part of the tag pair. This came in
about 4.6.3 I think..
