My settings for the locale in the tutorial-catalog:

catalog.cfg:

locale.txt:

in index.html (near the top):
<a href=[area href="process/locale/en_US/page/index.html"]>engl.</a>&nbsp;
<a href=[area href="process/locale/de_DE/page/index.html"]>dt.</a>
<p>Die Locale ist: [scratch mv_locale].</p>

in the products.txt prices with dots (eg. 275.45)

works for me.
