I am using this as my adder:
'adder' => "(\@\@TOTAL\@\@ * .25 ) + 2.00",'at_least' => "5.50",
'geo' => "zip",}
It's using the calculated shipping cost from a lookup table, adding on
another 25% of that amount, and adding another $2.00.
