I've had gotten the same misbehavior, if my
.../catalogs/myshop/etc/profiles.order was wrong. In my case, it has
something required fields, which was not needed in my own shop. Maybe
your profiles.order is wrong too? You can add a codes like
<BR>
TEST:<BR>
ERROR: [error all=1 show_var=1 keep=1]<BR>
<BR>
in your checkout page to see any error, if there is any error, which is
comming from the profiles.order.
