Sounds like DBD::Pg isn't installed.
Barring the use of Bundle::Interchange, one can download DBD::Pg manually
from search.cpan.org (which I think is the easiest way), and then tar zxvf
..., then
perl Makefile.PL
make
make test
make install
And that's it.
