Sounds like an Apache setting:

Look in your httpd.conf (or wherever your ssl section is) for:

SetEnvIf User-Agent ".*MSIE.*" \ 
 nokeepalive ssl-unclean-shutdown \ 
 downgrade-1.0 force-response-1.0 

You will need to add this (or uncomment) it in your file.
