I do this on some static pages using a java scroller which references an
interchange page formatted as the text file loaded by the java.

have a look at http://www.diamonddiscs.com/ which uses Opencube's Smooth
Scroll Up. see http://www.opencube.com/ They have a number of applets which
reference external files fetched by http.
