The solution i came up after identifiing the cgi-wrapper as the
problem is a
ScriptAlias /cgi-bin/ /home/sites/site1/cgi-bin/
<Directory /home/sites/site1/cgi-bin>
Options All ExecCgi
</Directory>
in httpd.conf and install all the link cgi there.
