[mv] Missing shipping charges

I hope someone can help me with this problem.

I'm a developer that has 'inherited' around 20 stores made in Minivend.
The person that was developing them left the company some time ago, and 
now there is a problem with one of them, and I don't really have the
in-depth knowledge to see where the problem is.

The story is that the client is shipping live lobsters out from Maine 
with FedEx Next Day air. It works perfectly for all states, except Ohio
and Indiana, where for some (if not all) zip codes it just omits the
shipping. One code that we know of is 45502 and another is 44111, both
in Ohio.

I don't know where to start, and I don't know what code I should(?) 
include in the mail. I'm taking the shipping from a fedex_zone.asc
and the version of Minivend is V3.14-3 (yes it's old, I know *that*)
