[ic] Sorry, no permission for page files

I'm trying to set permissions right for a user that should have no administration access, but should
be able to insert items etc... However, I always end up with the error:

Sorry, no permission for page files

when i try to upload images or pages (Sorry, no permission for page upload ).

Only way to avoid this is to give a user superuser perms (and that's just what I don't want).

Is this some sort of a bug, or how should I fix this?
