No, but you are almost there. I would put:

 
 <INPUT TYPE=radio NAME=exempt VALUE="" CHECKED> I am NOT tax exempt
 <INPUT TYPE=radio NAME=exempt VALUE="yes_exempt"> I am tax exempt

and

yes_exempt 0.0

At that point, it should work.
