Hmmm...if i understand you right and if you have an extra filed "is_gov"
in your userdb.asc and if this field is not empty...there are some ways
to get a solution.
Make an extra page for testing all the values of this fields. For
example:
----snipp test.html----
<html>
etc...
name: [value name] <BR>
etc.
is_gove: [value is_gove] <BR>
</html>
----snipp test.html----
If some new fields of userdb is still empty. Delete the session.db file.
If the fields is empty again. Delete your whole shop and use bin/makecat
<yourshop> again.
In my experience with new fields in my userdb.asc, i get the new fields
only after deleting the session.db file or deleting my whole shop. Maybe
this can solve your problem.
Hmmm...maybe you can try this...
[if value is_gov]
[discount ENTIRE_ORDER] $s * .9 [/discount]
[/if]
