discount shipping with a product

A customer has two items that if they are ordered, then the shipping is
free. Currently, shipping is a uniform price of 5.50 cents set throught
the shipping directive in the catalog.cfg file. If they order 1 item or
500 items, the shipping is always 5.50, except if they order two products.

discounting the products he do not want, just the shipping to become zero.

i don't know how to do this and i think i've gone through every tag i can
think of to access the shipping value and make it zero. 

hopefully it is something real simply that my mind cannot figure out.

help would be appreciated for if i can't figure this out he is gone. of
course that might (grin and grimace) be a blessing.
