administration tool (minimate) accessible with different users ?

hello,

I was wondering wether minimate can be used by different users, e.g 

user1 can only edit database1 using the graphical interface1
user2 can only edit database2 & locale.asc using another graphical interface as user1

like shopadmin.de, where you can give user1 only access to the database1 etc ...
