reconfig catalog and locale.asc!

Hi list,

i have found an answer, why a new locale.asc is not up to date after
using the reconfig.html page. This is the answer from Mike Heins
(founded from the mailarchiv http://www.minivend.com/minivend/minivend-list/1999/msg01347.html):

It is done that way for speed. The locales need to in memory if you
want to be liberal with your [L] [/L]. It would be a very big 
performance penalty if it wasn't done that way.

Are anywhere a codes or a solution to import the locale.asc into the
locale.db or memory? Are anywhere a special mv-tag, which can do this?
Has someone a solutions to make each whole catalog up to date without
using "bin/restart" and "http://www.mydomain.com:7786/mv_admin"?

Any tips, hints and helps are very welcome.
