Static and NoCache

Hi,
	Just wondering, how do I make all files None-Static?

	I have tried to use the NoCache option in the catalog.cfg, but
	the files such as leftside, rightside and copyright still do not
	change after I modified them and hit reload in the browser.

	I had to restart minivend server to commit changes.
