Cannot get "simple" to work

I've tried and tried and tried to get the simple catalog to come up on my
system to no avail.  I've tried UNIX and INET mode and the server still does
not connect.  I get the "no response from server" message.  The error log
does not report anything unusual.  It even states "Ready to accept
connections on 127.0.0.1".

I have done nothing but run through the install program.  I am on on ISP and
have the file located in a subdirectory of a virtual host.

Can anyone give me any clues as to what's going on or how to troubleshoot
this?
