I am not sure, if i have understand you right?
Is the meta tag above a redirect command?
Why canīt opera understand this command?
I believe, this is a http standard.

I believe, a permanent redirect in any statistic program or webserver
log file give you a hint to optimize your site. But in this case, how
can you call any cgi script per default like "www.yourdomain.com"?

I am in a muddle! Can you explain me how to call any page with cgi
script (with .htaccess)?

Building any static pages will not be solve this, because there are a
lot of special case, which will build a page static. E.g. if you use any
