Compile/Installation Problems

I've got a small problem installing Minivend. When I run 'make test' it fails:

PERL_DL_NONLAZY=1 /usr/bin/perl -Iblib/arch -Iblib/lib 
-I/usr/lib/perl5/5.00503/
i386-linux -I/usr/lib/perl5/5.00503 test.pl
server.......ok 1
read PID file: No such file or directory
Killed

test.pl tells me that it looks for the PID file in 'blib/etc/'. When 
I create a PID file (touch blib/etc/minivend.pid) the error 
dissappears and is replaced by another error:

PERL_DL_NONLAZY=1 /usr/bin/perl -Iblib/arch -Iblib/lib 
-I/usr/lib/perl5/5.00503/
i386-linux -I/usr/lib/perl5/5.00503 test.pl
server.......ok 1
ok= def: 1 connect: Connection refused
Killed

I am not a Perl guru, but the second error is probably caused by me 
creating an empty PID file. Other Perl stuff runs fine, CGI script 
etc. We do have a Perl based Radius server running full time, could 
it be that Perl is occupied?

Any ideas?
