UPS Shipping returns $0.00

I've been cracking my head on this, trying to get UPS shipping
going. For the moment, I'm just working on ground, so this is
what I have:

 is straight from the UPS web site. First non-quoted lines are:

The results are that [data session ship_message] is blank, 
[shipping_desc] correctly describes UPS Ground and [shipping] is $0.00.
I am waiting until after entering the shipping info page to look at 
these numbers and this matches the docs that I have. What am I missing? 
I've been through the archives and can't seem to find what's not here.
