MVEND: Creating userdb account for someone else

Hello folks,

  I have set up various pricing levels and shipping configurations for
different types of customers (retail, wholesale, non-profit, etc.) and I'm
storing the level name in the userdb. Now _I_ want to be able to login in
as a user with permission to the creation pages and create a new account
for these people. The problem is I seem to only be able to create and save
an account when I'm not logged in (yet I have to be logged in to get access
to the special customer creation pages. 
   In short: How can I create an account for someone else?
   Any ideas? Should be similar to giving gift-certificates.
