I'm having some difficulty putting in the Safe_signals code.  It appears to
track the server numbers correctly, but MV doesn't seem to recognize
MaxServers.  If I set it to 5, I can spawn off over15 other servers.  I
basically replaced the setup_signals and housekeeping routines in Server.pm.
