Internationalization: Proposition

Hi,

First of all, I want to say that I'm ready to be as a volunteer for
localization process. I know Russian. :)

And I have a proposition about that one.
Maybe you'll create a global database for internal MV messages
with error-code as an index and with English message. 
And all non-English users fill out their databases by means of
 English global database. All messages
from MV put through function like "errmsg" with error-code, 
language name and some other parameters. 
If this already done, I propose to create a "locale" database, 
exact as a flat file database, and distribute that one in the next issue.
