FramesDefault Not Working

Hello List:

I can't believe this doesn't work. (I used to have it working in older
versions of MV). Now, in 3.14, using Mike's new "simple" demo, for example,
"frames" and "no frames" buttons work fine. BUT, when I change
"FramesDefault" in catalog.cfg to Yes, it doesn't start in frames mode as it
should.

What else is necessary to start in frames mode?

(from catalog.cfg)
