There is no limit set on the server at all.

Yes I did there are no error reported in the logs AT ALL. Actually there is nothing reported. I just tried again from here @ home restarting the server & then loading the backend page & uploading an image with NS 4.51 & IE 5. Still neither will upload an image of approx. 170k in this test. After testing I checked both the catalog error.log and the server error.log. The server log shows the system restarting with no errors and just reporting that it is accepting connections.

Any other thoughts as to what the problem could be?
