shipping startup error

Whenever I start up MV, I get the following error:

Configuring catalog reseller...Bad shipping file for zone 'u', lookup
disabled.
done.
MiniVend server started in UNIX mode(s) (process id 11255)

What does this mean?  Zone "u"???!??  I think it is related to UPS
shipping, but I thought I got that correct.  Here is the UPS entry
(exactly from the manual)

(my mailer is breaking the lines, sorry).  Note that the manual does not
match the examples for the geographic qualification.  The manual says that
I can have Alaska and Hawaii as I do above, but the examples that come
with the "simple" demo do not use such qualifications.

I only have UPS Ground.

I have the files Ground.csv and 940.csv in the products directory.  I have
the appropriate lines in catalog.cfg:
