Try this in your checkout profile, near the top of
the profile:
[set checkout_profile]

[perl values]
$Safe{'values'}{zip} = uc ($Safe{'values'}{zip});
return '';
[/perl]

.... rest of profile...
[/set]

If you want lowercase instead, use lc instead of uc
in the above code.

Note: the line return ''; 
                              ^  -- that is 2 apostrophies and not
a single quote.
