Yes, but what I really want to do is create and maintain the catalogs on my local laptop (as I fly from place to place, or sit in a hotel room) and then transfer thee files up to my UNIX server - which has 3.14 installed on it.

I also managed to set it up on NT but not the version 3.14 but 3.11.
My recommendation is to use it on U*x platform because it is there more robust, reliable, and it's behavior is closer to the documentation.
But if you have no choice it is still possible to use it under NT.
Send me you questions if Vandy hasn't answered them yet.
