You don't have to restart the server or even reconfig your catalog after
changing a page.
You only need to do a restart if you changed a database, a perl module or a
config-file or own added subroutine.
If you just changed a database or for instance shipping.asc, you can make do
with /catalogdir/reconfig. to do a reconfig without having to restart the
server.
