A PERL script could lift it off of a website (there are a bunch) HOWEVER,
every converter I've seen has been for bank rates (exchanges of huge sums
of money)... If you were doing the exchanging, you'd probably want to add
a percentage. *shrug*
About your locale questions, I don't know the answer. ;-)
